hi I have a 1999 jeep cherokee both front brake calipers are locking up so I bought new ones but still same problem right before they started to lock up my pedal started to like Pulsate bad so I just thought rotors was warped so bought new ones and pads and after that the sticking problem started to happen but I can bleed them and get them to free but soon as I pump the pedal back up they lock again could it be a bad proportioning valve or maybe bad master cylinder?

It may be collapsed brake lines (the rubber ones). Try this, put the vehicle up on stands and verify that you cannot turn the wheel (brakes locked). Carefully loosen the brake bleeder. Have a rag or something ready to catch a brake fluid. Leave it open for 30 seconds or so. Then see if you can turn the wheel. If this happens, there is a good chance you have collapsed brake lines. Just replace the rubber lines.

        Other possible causes:

Metal brake line pinched or damaged in some way.
It could be ABS related as well, but those are longer odds.
Proportioning valves very rarely go bad, but possible.
Very dirty and contaminated brake fluid can cause this.
Even a bad return spring on the brake – long shot again.

I’d take it one step further and see if you can release the wheel by loosening the upper connection of the rubber hose. If the pressure exists at the upper end of the hose, the hose is not the problem.

The brakeline (the rubberpart) is in a metal clip, trey to bent it a little open. Deu to corrosion it will press the brakeline together,
