Intermittent no start

      91 Honda crx car does not start after you put gas in the tank. Let side for 10-15 minutes it will start and run until you stop and put gas in it again. There was a post that said to check purge valve. Purge valve seems good. By trial and error I have been checking things and found that by wiggling starter relay I can get it to start. So I dropped it down and leave it dangling under dash and it seems to start up every time. When I bolt it back in place car will not start. Checking wiring now. But what confuses me is why only when you put gas in the tank the car does this. I got some advice here on the website that said to check purge valve. Checked valve with a volt and ohm meter. Has the proper voltage. Can it still be bad? Or does someone else have some other ideas on something to check. Was thinking something to do with the fuel tank or fuel system. When it will not start my check engine light stays on. Does not go out and you do not hear fuel pump prime. Wiggle starter relay and it all works. Any help is appreciated.

        Just because the voltage is present does not mean that the unit is functional.
        You’ll need to do a bit more functional testing.
        You can start googling the information.
