I believe my 99 GS Integra to be running rich, exhaust smells strongly of gas and there is black soot inside and on the outside of the tailpipe, also i believe the fuel economy could be better. There is no CEL present and the car seems to run/drive fine.
I’m just wondering where should i start in diagnosing this problem?
Recently i replaced the air filter, plugs, wires, fuel filter, cap and rotor just as regular maintenance.

How many miles are on the motor?
Did you use OEM ignition parts?
I would be looking at fuel pressure if you suspect a rich condition but a scan tool would be ideal with PID data so you can look at your fuel trims and o2 data.

Does it have any engine mod’s? Are you still on stock injectors?
Have you tried a fuel/injector cleaner? as was said, fuel pressure may be cause.

Yes the engine runs, its driven daily. I did not use OEM ignition parts, just local auto part store stuff. The only mod is a CAI from the previous owner. I don’t remember the car running rich when i bought it a year ago, and performance hasn’t decreased since then. I believe the car is on stock injectors the previous owner was pretty meticulous, i’ll check. I’ve put seafoam in the gas tank before didn’t really notice a difference.
The car has 310,000km (194k miles) I believe the engine to be in great shape, only 1/3 of a quart of oil is missing between changes, and i’m pretty sure its just leaking somewhere. Previous owner and myself have always run Mobil 1 full synth. 5w-30.
I’ll try looking for vacuum leaks as well.

I don’t recommend running the synthetic but I don’t think that’s your problem. Also, it’s not likely to be fuel system related as Hondas don’t often have problems with injectors or fuel pumps. Not saying it’s impossible, just not likely. Also, Honda’s don’t like aftermarket ignition parts. It’s funny that you’ll spend the extra money on oil but not ignition parts. For starters at the very least you need NGK or Nippon Denso plugs. You really shouldn’t run other plugs, especially if you have a performance problem. You say you don’t have a CEL but just for the heck of it see if you have any codes. For me, anytime I see a cold air intake and a running problem I’ll also suspect that it’s not beyond the owner to disable the CEL light due to other possible modifications. I think the #1 thing I’d be checking for is vacuum leaks as they can cause an engine to run rich. This video might help.
