Here are some ways to build your tool collection when you are broke :
1) Put a free add on Kijiji and Craigslist. State that you will pick up old tools for free.
2) Go by industrial areas and as the people if they have any tools that they are getting rid of.
3) Make connections at your local Dump and let the guys know that you will pay them a few dollars if they can put aside some tools for you.
Wrenches, Screw drivers, Hammers, Ratchets and Sockets will be easy to get. You will even come across Tool Boxes. I know because I have done it. However, Diagnostic Tools and Electric tools especially cordless ones you will probably have to buy because people don’t throw they away so easily.

Tools fall off of trucks and out from under the hoods of cars constantly and end up in the gutter. I found several of the nicer tools I have when riding my bicycle to work. The only time I found a decent tool while driving my car was when it flew up and hit the underside of the vehicle. I went around the block to see what I had hit and it turned out to be a framing hammer. When bike riding I was constantly finding tools.
Funny thing is most of my found tools come from junkyards. You would not believe how many tools get forgotten in a salvage yard.
Some good ideas there.
In England, people seem to sell old tools in markets, and even motor shops when they have finished with them for their installations, but the quality varies wildly. We can’t, technically, take stuff from dumps either 🙁
Would love to find an old toolbox/chest however. Never seen those for sale in markets, or even on the net!
