sounds like the horn switch is crapping out, make sure you disable the air bag before you tinker with it

I agree it does sound like the switch, you may be able to test it at the relay however, I would suggest a wiring diagram to tell you where all the parts are so you know your testing the right things.

+1 on using a wiring diagram.

You could also remove the switch and try checking for continuity but as suggested above, using a wiring diagram and DVOM will make life easier.

to test the horn itself. Put 12v to it from the battery.
and see if she blows. you may have a bad horn.
if the horn blows with the above. unplug the horn
put your dvom on the connectors. push the horn
on the steering wheel and see if 12v is read

I don’t know how to take the steering wheel apart, however, if you are still looking for wiring diagrams, check Autozone and/or Google for free Chiltons online. I had a look at the wiring diagram and it is pretty detailed. Even if you are just replacing the horn switch you’ll want to look at it so you understand what is going on in that circuit.

I would take a test light and plug it into the connector right at the horn (after you disconnect it) and have a buddy press the button, if it lights up when you press the button then perhaps it’s an issue with the horn itself. If the vehicle’s been in a collision it is possible that it’s the ground connection to the body, often times the horn is removed for painting and when it’s reinstalled the paint insulates the ground connection making it intermittent. All you would need do in this case is to remove the horn, sand the area under it to bare metal and reinstall it and verify it’s operation.
