Hood won’t open

I’m having a problem opening my hood its a 2008 kia spectra. There’s alot of slack on the hood cable and it makes a clicking sound when pulled. I tried pulling on the cable with my fingers didn’t have pliers at the time.

I will try the pliers if that doesn’t work what are my options? There no access underneath to gain access from underneath I would need to remove the front bumper cover. I don’t see how i could there’s probably fasteners under the hood that need removal for that?
