hey guys. i own a 1994 honda civic 1.5L non vtec. recently done an automatic to 5 speed conversion. all so did a full tune up ( minus cap and rotor)

Well bad MPG could be a bad O2 sensor. I would suggest changing that since it’s inexpensive and easy to replace. As for the IACV, it could be the culprit to the erratic idle. Check TPS and MAP sensor before going for the ECU.
