My 2006 Honda Accord (VP) 4 Cyl. High beam is on ALL time even when the engine is off.
My accord is all stock equipped.

When it first happened I had to unplug the battery to save it.
the following night I looked all over the fuses inside the cabin and under the hood and they look OK.

I checked the lever and it’s looks OK :
-small light and head light/low beam turn on and off with no problems.
-high beam (blue) in dash indicator works ok in both high beam position (push) or flash(pull)
-when low beam is off and I pull the lever to flash I get the blue indicator and low beam works while the high beam is on constantly.
all that means to me that the problem is NOT from the control lever, it is somewhere in between

Now the high beam bulbs are unplugged till I can find a solution.

Any one knows what’s going on?

Sounds like a stuck relay to me.

I don’t I need wiring diagram. If I can find the relay I’ll just replace it.

look under the hood for the relay box.

I looked under the hood and found the fuse box. IS there another box that has the relay? if yes, what the relay is marked?

quietly turn the ignition on and off, listen for clicks, or unplug the horn, making sure the wire doesn’t touch anything, have someone push the horn button. follow the clicks and start there

what does the horn has to do with the Head light??

the horn is operated by a relay, just trying to point you to the relay box, but they can have relays almost anywhere. turning the key on and off would operate the fuel pump relay. or get a service manual with a wiring diagram

and , maybe even better, this one , that clearly shows the location of the high beam relay

                            the middle link looks good

the 1st and 3rd links has nothing to do with Accord 2006

I could not access the relay control module box next to the fuse box under the hood. It looks sealed!!
