Hesitation on 1999 Honda Civic(eletrical problem?)

Hey guys i’m having issues with my 99 Civic. The hesitation used to be pretty random but now its pretty consistent. Also i noticed my speedometer spiking up sometimes when the car hesitates

I tried to do as many tune ups as possible such as
spark plugs
disturber cap and rotor
fuel filter
fuel pump
cleaning iacv

I have noticed that my battery reads around 16v and up to 18-19v on start.
I have read that this is a possible voltage regulator issue or ELD issue.
I know i have to get this fixed asap but do you guys think this could be a source of the hesitation?

If the voltage is that high on start up with no load on it your alternator
is having an internal voltage problem. check that your cables are clean
and tight and in good shape. Is this the original alternator?
