I have a 2001 dodge stratus and am having problems with the heat. Last winter it was blowing cold air and I replaced the thermostat but the issue wasn’t resolved until I “burped” the engine. I thought the issue was resolved because I had heat all winter long. Now when I went to use the heat again it was blowing cold air. As a simple fix I replaced the thermostat again and “burped” the engine but it is still blowing cold air. If the car sits idling for about 20 -25 minutes the heat begins to return, but the minute I start driving it turns ice cold. both of the radiator hoses are hot with the upper one being the hottest. Both of the heater hoses are hot with the bottom one being slightly cooler. What else could I look at?

If the input hose to the heater is hot, but the return hose from the heater is relatively cold, you might have a clogged heater core. Possibly the control that opens the flow of coolant is not functioning properly. Possibly there is air in the system still and you need to burp it or the heater core more thoroughly. Possibly there simply is not enough coolant in the system. Possibly the gods know that you are too warm and just think you need to be warmer.
It MIGHT be a clogged heater core but by your description I think there might still be air in the system. Here’s a video on how to purge the air. Don’t worry that you don’t have a bleeder valve as those just make filling the system easier. Follow all the other steps however.
If indeed you do have a clogged heater core.
