I am assuming your talking about installing either HID or LED.
First thing would be to to check if it is legal in your state.
Would think it would be a bad thing to go in for a state inspection and have them fail you because the head lights are not complaint.As to which..
HID come in different color temps, 4500 -6000 is yellowish white to blueish white above and below those temps the color changes are more noticeable.
There is a little warm up lag when you first turn them on till they reach full brightness.LED usually are bright white and are instant on.
As to cost ….. do your research and shop around.
