I have seen a similar issue with the Saturn S-series vehicles. We had a few vehicles where someone would say they replaced a break lamp bulb and now when they hit their brakes the dash lights came on. We replaced the same bulb they replaced and the issue
It could be a few things but I would start by checking the battery and charging system as that is the first step in just about every electrical diagnosis.
