Exhaust Back Pressure

I was wondering what appropiate exhaust back pressure should be. I have a 1998 Honda Civic LX and my back pressure readings at idle and 4000 rpm with no load are less than 0.5 psi. Under load with the throttle at about 30 – 40 percent, and at 2000-3000 rpm, I am reading 2.5-3.0 psi. 0 percent throttle shows less than 0.5 psi. Is this considered normal?

Those numbers are pretty non existent. Have you check it this way?

Just tried it that way. Seems good. Vacuum was at 22 in at idle and 25 in at 2000 rpm which it stayed at after going back to idle. Needle was very steady. Never went down at all.
