When you recover the refrigerant with an AC machine the oil is pulled out with it and separated. When you evacuate the system all the moisture and air are pulled from the system which should already be free of refrigerant/oil

When you evacuate the a/c system does it draw out all the compressor oil with everything else?

No. Some oil may be removed with system evacuation and separated so it doesn’t end up in the refrigerant recycl

I agree, when you evacuate the system you’re really only getting the refrigerant fort the most part, you get SOME oil (in fact very little) but not so much you need to worry about restocking the entire system when you go to recharge.
