dynamic damper on halfshaft

Hi guys
while working on my car I noticed that the dynamic damper on the axle was dry and had broken off its mount.
I’ve also seen that new axles come without that rubber ring. should I replace it? why are new axles lacking this appendage?

I believe the rubber ring has been eliminated on axles. It was not needed.
