      I replaced the bulb and when the light did not turn on, I swapped with the passenger side. The driver’s is still out and the passenger’s is still lit. I checked all of the fuses under the hood and in the cabin, both visually, and with a fuse tester. The battery reads 12.4v with the lights and engine off and 12 even with the lights on, but engine off. There are 12.4 volts going into the fuse plug for the passenger lights, but only 10v for the driver’s side, and 0v at the headlight plug, but 12.14v going into the passenger headlight. I understand the next step is to unplug the other end and check there, but that is under the fuse box, and does not seem easy to access.
      Shouty Kilmer says to splice the driver’s headlight into the passenger cable. ChrisFix says that would cause a short. I have a wiring diagram, but I have not been able to make sense of it.

        without seeing the wiring diagram, sounds like a bad ground somewhere. I wouls start by doing voltage drop measurements to wee where you are losing voltage. It may also be a broken wire, if you are measuring on an uloaded circuit, the voltage measurement may be meaningless. If you have a test light, that may give you a better indication if teh circuit is carrying any currrent at all.
