I have a 2003 ram 1500. The radio does not work at all. Nor does the obd2 port. No power to either.
The keyless entry, lights (interior included) and locks only work wirh the key in run.

I have checked amd have power on both sides of all fuses. Including the IOD fuse. I pulled the dash and checked all the grounds i could find. Still nothing. I put a fresh iod fuse in on the off chance the connection was rubbed through or corroded. What am i missing? Is it a fcm problem? Something i overlooked?

You are probably going to need a wiring diagram to chase this down. I would start from the obd2 connector and work back to see if there is something in common with the radio power. Or you may have 2 problems to chase. I’m not sure if the radio in that model uses a control module or not.

Just make sure you check your voltages with a loaded circuit as much as possible.

Good luck, let us know how it goes.
