defrost only blows cold air

1998 toyota avalon. only blows cold air…
I have done some test and what i found so far is- the heater core control value is operative and fluid flows thur the heater core(no blockage) This car has a cabin temperature control switch,when i operate it i dont hear any clicking anywhere to indicate the flaps(doors) close to direct air over the heater core AND the cable that operates the control value wont move…. what should i do next..

yes, Engine come up to temp and the cooling fans come on
