daytime running lights

hello all
i have a question.. i have a 2001 chevy cavalier — the daytime running lights do not activate and the low beams for the headlights dont activate.. i first thought the relay in the dashboard fuse box was the culprit but when i removed it .. i turned on the lights only the passenger side lit up..???
so it may be something else or something extra
