dash lights are out (1999 hyundai tiburon)

at night when i turn on the driving lights my dashlights dont come on. i dont know which fuse/relay is the one that powers the dash lights for me to check em. i was told that it can either be a bad fuse/relay or the actual bulbs behind the dash. but he says that hardly ever happens. any help would be appreciated

Check that the dimmer/brightness control switch is not turned down.
check your fuses.The panels should be labeled.
