      99 Civic DX – D16Y7
Getting low compression and leak down on number 2 cylinder.

Is this most likely just bad piston rings?

If it is, can I just pull the head and pan. Lift the piston out, put new rings on. Then bolt it back together?

      Thanks

Guess is – yes. Unless it’s burnt out valve.
Yes to 2nd part. Not on Hondas, but I had it done twice, no, 3 times, on 2 different makes. I doubt you’d be able to buy only one set of rings, so maybe do all four pistons? rent honing tool and hone cylinders same time.
Absolutely make sure you have everything marked and replaced back exactly same way it was before and oriented same way.
And replace tie rod bearings same time.
I never did any fancy measurements, I simply installed original factory size bearings and rings. Without crud on them and with new leading edge, worked very well.
You’ll need to rent rings setting tool. DO NOT try to do that by hand. And get kerosin and tooth brush. To clean ring groves.

So I have a question relevant to this current issue. Car is a 1998 civic lx with the same d16y7 with 240xxx miles. Compression tested after trying to chase jumping idle ended up with cylinders 1 & 3 at 125psi cylinder 4 at a beautiful 135psi and lonely cylinder 2 at 0psi both wet and dry tested. When pulling cylinder 1&4 wire off while it’s idling and searching for idle it stops surging. Can this be possible head gasket due to the fact surrounding cylinders from cyl 2 are only 10psi from perfect and cylinder 4 still has perfect compression or is it just odd ball chance of cylinder 2 just having bad rings. Also pulled brand new plug after maybe 45 mins total idle time and the plug was totally browned/ oil stained and the rest normal.? Cel codes of misfire cyl 1 and 2 pulled from snap on ultra

0% compression generally indicates a hole blown in the piston. You can verify with an inspection camera.
