      99 Civic DX – D16Y7
      Getting low compression and leak down on number 2 cylinder.

      Is this most likely just bad piston rings?

      If it is, can I just pull the head and pan. Lift the piston out, put new rings on. Then bolt it back together?

        Guess is – yes. Unless it’s burnt out valve.
        Yes to 2nd part. Not on Hondas, but I had it done twice, no, 3 times, on 2 different makes. I doubt you’d be able to buy only one set of rings, so maybe do all four pistons? rent honing tool and hone cylinders same time.
        Absolutely make sure you have everything marked and replaced back exactly same way it was before and oriented same way.
        And replace tie rod bearings same time.
        I never did any fancy measurements, I simply installed original factory size bearings and rings. Without crud on them and with new leading edge, worked very well.
        You’ll need to rent rings setting tool. DO NOT try to do that by hand. And get kerosin and tooth brush. To clean ring groves.
