My car started making a sloshing noise at start up, only when “cold”. If the engine was warm/run recently it never makes this noise.

All fluid levels are good; coolant level does not drop.

Technician (Chrysler dealership) says its normal operation. Here is what the write up says:
“Perform start while cold and found power steering fluid cold due to being ATF fluid. Sound will go away when worm.. normal operation”

      here is a video: https://www.youtube.com/watch?v=Vd_ZzSkUW4Q
camera mic doesn’t really pick up the noise.

I could not here the noise. You could try and change the fluid.
Does the car take trans fluid or power steering fluid? Get an old
turkey baster and sample the fluid in a clear jar to see its condition.

I couldn’t hear the sound you describe but if this problem is common and enough people bitch about it there may be a fix coming from Chrysler in the form of a TSB to address the problem. In the mean time enjoy your favorite tunes instead of listening to the engine.
