2009 chrysler town and country touring. We just moved to England and had our van shipped over. Laws here state you have to have a MOT done which they check the parking brake. It failed so instead of paying 42 pounds an hour basically 70 to 80 US dollars an hour I looked at it. After about 2 hours of looking at everything I found the lever on the caliper for the parking brake does not apply the brake pads at all but the other side does and the I believe the guide pin on the lower bracket was seized in its hole. My wife and I played tug of war with it, found a tear in it(not from us) and the brake grease looked brown and the stuff on the pin was dried black. Plus the brake pads didn’t have the metal rounded piece that sticks out on the back to hold on to the piston.

So the question do I just twist the piston back in to fix the parking brake problem or buy a new caliper?
New brake pads to fit in the piston?
Clean guide pin and re-lubricate or replace entire bracket?

So after watching some more guide pin videos it could just be that the pin needs replacing. Also, nm answer this since my wife is going to just have the mechanics diagnose it and fix it…

I have seen many problems with the rear calipers on vans like yours. Even if the guide pins are seized the caliper piston should apply the inner pad.

If there is sufficient material left on the brake pads you could just replace the bad caliper. You might consider lubing the guide pins on the other side as well.

Well while the tire was off the ground I spun it and had my wife apply the brakes and it stopped. Tried with the parking brake and didn’t even slow down. This was just something I forgot to mention plus I didn’t know if it would mean anything for diagnosis. To me not working on this type of parking brake before tells me the piston is fine, but like you said it should still push in the inner pad.
