This is one of those things where a scan tool can save your bacon. This code throws when the computer ‘sees’ disparate data between the throttle position sensor (TPS) and throttle pedal position sensor (TPP). The computer records an increase/decrease in RPM without the corresponding changes in either the TPS or TPP, or both. Sometimes it can be caused by carbon buildup in the throttle body or dirt in the mass airflow sensor (MAF), especially if the code threw at idle. The freeze frame data from when the code was set can help narrow this down. Sometimes all it needs is a throttle body and MAF cleaning (use the proper TB/MAF cleaner to do this). Also make sure the electrical connections at the throttle body are secure. The most helpful advice I can give you, though, is this: do not replace any parts until you are certain what caused the code and KNOW without a doubt that the part you are replacing is faulty. These parts can be expensive, so don’t waste your money. Saving money is why we DIY in the first place, right? Scan tools that connect to your laptop or smartphone are relatively inexpensive these days, and will provide you access to a wealth of information that will really truly help you diagnose this and many other problems with your car.

EDIT: Sorry, I didn’t answer your original question, though. The TAC is the the motor attached to the throttle body that actually opens and closes the throttle plate. It is the part that replaces the throttle cable on newer vehicles that do not have mechanical linkages (such as yours). These are also known as ‘drive by wire’ systems.
