Car not getting fuel!

Hello all, I have a 1991 Oldsmobile Cutlass Supreme with the 3.1 multiport engine

. I drove the car to somewhere and I shut it off, came back and it wouldn’t start. I dropped the tank thinking it was the fuel pump since I couldn’t hear it prime

(funny story…). It wouldn’t prime because the fuel pump relay wasn’t getting power to it. So I took the old fuel pump and “Hot wired” it to my battery and it turned on, so I learned it wasn’t the fuel pump. I turned to where the relay was located

(Looking at the engine, driver side tire), it has a battery lead going to it (bolted in), then goes to a 30amp fuse (which is so if it shorts the amp blows before the relay?), then to the relay.

Now I’ve already tested each of them to see where the power loss was. I’m getting power from the battery to the “lead”, then I’m getting power to the 30amp fuse, but when it goes to where the relay is plugged in it doesn’t get any power. So my fuel pump isn’t getting power to turn on!!

Now I’ve done research and for durby cars they talk about making their own fuse box near the fuel pump, they called it a “Hot wire”. What’s my options from here? Thank you for reading and helping if you can
