Can’t get cat converter loose at exhaust pipe end

I need to remove the cat to access the side of my engine block (2.0L Zetec-E engine). I’ve got it loose at the top end, where it’s held by nuts, but it looks pretty much rusted to the exhaust pipe at the lower end.

Would my best option be simply to cut the exhaust pipe, and then re-weld when I’m done?

Might try torching the connection and see if it will break the rust before cutting and welding.
