Brake pedal is low and cannot be raise via the height adjustment switch. Repair shop said 2 calipers are frozen and offers full brake replacement – rotors, calipers and pads. I think that is a snow job. Master cylinder is full. Not sure what to look for other than brake pad wear.

If the calipers are seized you should still have a firm
pedal unless the pads are at the end of there life and the
caliper piston is extended. I did not catch the year Camry?
If you have rear drums they may need adjustment. more info
        in this link.

This “height adjustment” switch, are you referring to the slide that moves the brake and gas pedal back and forth like some Ford Taurus models had in early 2000? If so it is probably a fuse.
