I noticed my brakes squeak at low speeds. I pulled the wheels and the pads are still good. I sprayed the rotors and pads with brake cleaner, but I’m still getting the noise.

What do you think is causing this? I’m thinking about pulling the pads and applying brake quiet to the back and reinstalling. Any thoughts?

        Yes, that’s the next step.

Might check for rust jacking on the brake hardware.
If the pad guide area has rust build up that will cause the pads to bind.
If you are removing the calipers, easy to remove the pads and hardware and clean off any build up of rust.

It really depends on what you think it means for the pads to be good–and what you mean about them squeaking at low speeds.
Are they squeaking when you apply the brakes at low speeds or are you hearing squeaking without the brakes applied at low speeds?
If they squeak when the brakes are not being applied, the brake wear warning tab may have been bent in too much, so it contacts the rotor too soon.
The solution is to bend it back to the position it should be in.
If you looked only at the outer pads–take a close look at the inner pads, too.
Sticking caliper pins can cause abnormal wear to the inner pads only.
If brake pads develop any cracks on the braking surface, they will squeak when braking regardless of what you do.
If the pads have broken or missing hardware or the caliper slide pins aren’t lubricated enough or any caliper pin dust boots are missing, then you will get noise.
Check those items out and if all is ok, apply brake quiet to the pad backs.
