brake light issue 2003 dodge caravan 3,3

ok so this is kind of hard to explain but here it goes, So when i press on my brakes only the 3rd brake light turns on, Now when i turn on my head lights and my rear lights come on, my brakes lights light up as well, and stay lite until i turn my lights off, and once again the only brake light that works is my 3rd light on top when i press the brakes. My turn signals work as well. What is making this happen,
