      1991 Honda Civic LX 1.5L d15
      I have tested the motors, Fuses, and no fried wiring… I am stuck at trying to find out why my seat belts are not retracting my question is there anyone that has a wiring diagram including the ohms values so that I might be able to test everything without spending 100 – 200 just to test it out. I have talked with honda about the regulations made in 1995 that car company are to be responsible for the seat belts for the life time of the car as long as there are no modifications and Since it was made before the regulation that it is not covered… I have been trying to fix this issue for a few months now and it is troubling me because I can not fix the issue. if you could please let me know any info that will help

        It’s a PDF of Honda Service Bulletin 92-012, dated 22 January ’96, which covers the lifetime warranty replacement of the front seat belt buckles and the automatic retractors on all models 1986 and later.

        The warranty does stipulate that it is effective during “the useful life of the car”, giving Honda some potential wiggle room to not repair older vehicles, but it’s worth a shot to bring this to the dealership.

          I have called Honda to talk with them about this and they said because the law was made after the car was made there is nothing they could do about it. I have talked with many people about this problem and still they will not fix this issue with the seat belts. Manly due to discontinued parts. Today I am waiting on a Cruise control computer that has been discontinued. If they did say they would fix, the seat belts would be removed and a regular seat belt would go in its place with modifications to the body. I am not wanting to get rid of the automatic seat belts, because they is how it was made and restoring it to factory is a pain in the rear end. Now people are asking why I want to restore a 91 civic… Easy answer I had to sell my first car 90 honda civic dx and I got hold of another one that is not wrecked or “doged out” with the motor in good shape.

            Honda is blowing smoke up your ass. The Service Bulletin is retro-active, and covers vehicles from the ’86 model year onwards.
