        Welcome to the forums!

        Make sure the reluctor wheel is not covered in rust as well as checking the abs sensor with a DVOM as you spin the wheel.

          +1 on dreamers post.
          Also make sure your wheel bearing does not have any play in it making the air gap to big.

            I would first make sure you’re installing the correct sensor and that you have the problem diagnosed correctly, I’m not familiar with a code 21 for Honda ABS of that vintage so I’m not sure how much help I can be.
