      Is it normal for an A/C compressor to cycle on and off when set to max?

          Yes, as was stated above, but that answer, while true, is not very helpful on its own. While it is normal for the compressor to cycle on and off during operation, the frequency that it cycles on and off is also important. It is only supposed to cycle every now and then, like once every 5-10 minutes, to prevent the evaporator from freezing. If the outside air temperature is below 85F, or if there is high humidity, it can cycle on and off a bit more often. However, if it cycles on and off fairly rapidly, like several times a minute or more, then this could indicate loss of refrigerant or a more significant issue, and it should be checked out. “Max” has a different meaning depending on make and model, but usually this refers to how the inside/outside air is blended (max = mostly inside air recirculating, where normal blends inside air with outside air) but on some it also raises the fan speed. Aside from these, “max” has nothing to do with compressor operation.
