I have a 1999 Honda Civic EX with a 5 speed manual transmission that I recently bought from my brother who was the 1 st owner.
When I try to use the cruise control the car keeps accelerating. I can’t get it to shut off unless I disconnect the wire harness to the servo. The power to the cruise control, brake, clutch, decel button all don’t shut it off. Before he sold it to me he had the head gasket replaced. He said the cruise control was working before that.
I’ve tested the accel button on the steering wheel and it isn’t stuck.
I bought a servo from the junk yard, and a cruise control unit.
Neither of them solved the problem.
The car also had an aftermarket alarm system that I removed because the drivers door lock actuator was making a funny noise.

Another thing to check is to see if you have a electronic and also at the same time physical throttle connection to the cruise controller some cruise controllers have a physical throttle cable that goes from throttle body strait to the cruise control modual and that modual will also have a electronic harness some have both mechanical and electronic throttle if you do have a mechanical might need to adjust the mechanical throttle cable

Is this an “old school” cruise system that has a vacuum diaphragm as part of the control system? If the diaphragm isn’t holding vacuum, or isn’t being supplied with vacuum, the system won’t hold a steady speed.

Problem with vacuum diaphragm systems is if there was to much vacuum it would cause the veichle to speed up losing vacuum would cause the vehicle to slow down on these old systems so it wouldn’t make any sense that it would be a vacuum system 2000 toyotas have mechanical and electronic cruise controls and I have seen alot of 99 hondas civics most of them are just like toyotas mechanical electronic they don’t have a vacuum cruise control not old enough
