98 v6 Accord humming when steering wheel is turned

Agree, if its making noise like that then most likely its the pump. Do you see any air bubbles in the p/s fluid reservoir?

Replacing the o-ring in the pump suction line applied to the 7th generation Accords not the sixth generation Accords (98-02). HondaTSB 07-086 addressed this issue. Be sure that you have only used Honda power steering fliud and level is correct. Have you checked the belt tension and condition ? Honda power steering pumps last a long time provided you have not run it low on fluid for extended periods.

+1 on only using Honda fluid as using non-Honda fluid is the most common cause of a problem like yours. Make sure the fluid level is correct and there is no air in the system as suggested but I hate to break it to you but if all of that stuff is goo
