I T’d a vacuum gauge into vac hose #16 from the EGR valve and went for a drive. During the drive I got a maximum of 2″ vac and that was only sporadically. Shouldn’t there be about 7″ while driving? If so, are my EGR solenoids bad??
It failed smog miserably at several readings on the test but Nox at 15 mph was 1975 – GROSS POLLUTER! I replaced the cat, egr, O2, cleaned the egr ports 2 years ago and the car has only been driven 18,000 since then.
What should I check and how should I check it?

Did you carefully check the vacuum hoses for any cracks or breaks?

Engine Temperature Sensor is the primary sensor in putting the ECM into closed loop.
That being said, if the thermostat is stuck open, the coolant temp can remain too low and the car will not go into closed loop.
Also at defective heated oxygen sensors that won’t heat up enough can be a culprit.
A bad ECM can also be a cause.
