95 Accord Idling very low

I have a 1995 Accord with 208,098 miles on it. The idle is very low (its a miracle the engine doesn’t stall).

I have checked, there is no air in the cooling system (Though i do have a coolant leak by the thermostat but its very slow and i do have the part to fix it)
I also cleaned the IAV (lot of carbon) didn’t help though.
It also looked like someone messed with the idle screw so I tried to do the base idle reset but the idle is always very low and it didn’t even change till the screw was completely out, so i just screwed it back around where it was before)

The valves sound out of adjustment (ticks a lot) but I’m sure that’s not causing my low idle.
I don’t see or hear a vacuum leak.

The picture shows where it idles (seems like 300 or less)

      Anything else I should check?

If you create a small vacuum leak does the idle raise?

Actually I did pull some vacuum lines to see if it made any difference for diag purposes. It did sound like it did make a slight raise but nothing major.

By the way when i was to do the base idle change, as soon as i unplugged the IAC the engine ran VERY rough. i mean again i was shocked the engine didnt stall cause it ran like if i pulled a spark plug wire. These Honda engines are tanks I tell ya lol.

Ok this is really weird. So I hooked the Honda Scantool to my car and this is the rpm the computer is getting

Where does the tach get its signal from?

The tach wire is blue at the distributor.

Thanks, So my question would be what would cause a discrepancy on the tach over the computer? Find it odd that it seems my RPMs are low to the cluster but not on the ECU.

It may be the tach itself.
