Hello everyone.Just joined today. I have a 94 civic with a D16z6. Just recently rebuilt the engine. The only problem I am having is, after the car warms up, when the car is revved to 1500 rpms it stops there and just bounces like you hit a rev limiter. You can give it more gas and it wil rev higher but as you pass the 1500 rpm area it wants to sit there and bounce. I have cleaned the IACV and the FITV. I replaced the PCV valve. I also cleaned the throttle body without removing it using carb cleaner. I’ve bled the coolant system twice and I checked for vacuum leaks with carb cleaner. Has anyone experienced anything similar? Any ideas or suggestions would be greatly appreciated.
      Thanks in advance
      John

Your IAC may be passing to much air. Remove the intake duct. There are two
holes on the tb. Put your finger over I believe the top hole. see if idle comes down.
if so IAC is not working right.

I think I may have caused some confusion with my wording. The idle is fine. It’s when you press the accelerator and rpms reach 1500 it sort of hangs up and bounces right at 1500. You can give it a decent amount more gas and it will finally go past 1500. It sounds and feels just like when you hit a rev limiter every time its at 1500 rpms. I hope that makes sense. Thanks for the reply.

Just throwing this out there but is there a chance the catalytic converter is partially clogged?

Check out the IAC first (since that is the easier thing to try)

For the cat though, I do not know how to test it other than disconnecting the exhaust right after the manifold, but of course the bolts WILL break in the process of removal.
