I am a proud owner of a 1994 Honda Accord EX. #VTEC (155,xxx) and also a 1997 Honda Accord LX (228,xxx) (both are automatic trannys)
I have had this same issue with both cars and i would like know if its a problem i need to tend to ASAP or if its not a concern.

Both cars drive perfectly fine, with the only issue being shifting from 3rd gear to 4th. (yes i shift it myself even though its auto)
when im accelerating quickly is when i notice it most and it doesnt happen every single time, but once im in 3rd gear and my rpm’s climb to around
4000. they will actually slowly crawl backward about 750Rpms (almost like i let of the gas but im not) but right after that i shift it into 4th and as soon
as I do it shoots my RPM’s up 750. (again not moving the position of the throttle). Both of my Accords do this while accelerating but a buddy of mine has the same car and he said hes never seen anything like that in his accord. i just would like to know what i can look into, or is it something to not worry about? or should i start looking for a new tranny? is that a sign its going out? please if anyone has an idea or possible solution let me know.

Check the state and level of the ATF would be the first step.

Just to clarify; your driving style is to manually shift the gears up from 1-4 as you accelerate?

When you stop do you down shift while in motion, or do you wait until at a complete stop?

Not sure if this is related but a friend of mine has a 95 accord ex I drive sometimes and it flares between 3-4 and 4-3 pretty bad when cold. The transmission only has like 50k mi on it. Also I’ve noticed that torque converter lockup is fairly dramatic on these cars sometimes, and can change the RPMs by quite a bit.

Sounds like you are describing the TCC function. Lock up of the torque converter. Normal operation.

I downshift to help me decelerate. I’ve been thinking of doing a transmission flush on them. Would that be okay? I’ve taken the 97 accord30,000 miles since purchased but am worried it was never dkne. I don’t want to ruin my transmission but I hear it can if you wait too long.

Honda doesn’t recommend flushing their transmissions. Instead, drain and refill, drive for a few days/weeks and repeat until all the fluid is clean/fresh. Some say only use Honda ATF, some say avoid it like the plague. Personally I don’t think it’s bad stuff but there are better fluids for much cheaper out there but shift feel probably won’t be quite as smooth. I use Valvoline MaxLife ATF in every single vehicle I own or work on and have only had improvements over OE fluids.
