93 civic rack and pinion rebuild (sort of)

So I have just put in a new rack and pinion on my Honda civic 5th gen. My friend thought that once on of the lines (high pressure line that goes into the rack) was just supposed to catch and then go into it with a wrench. Ended up stripping the threads. I took my old rack and took just that piece out and put it in this one. The piece that I am talking about has only the high pressure hose and one of the return hoses that attach to it. When I went to start the car when the job was done, the rack hydro-locked. when I tried the rack before I switched this part out, the rack worked fine. What could it be? it worked fine in the old rack too and I know the seal is in there well because there were no leaks. I do not understand why this is locking up on me.
