Did you try using a Noid light on that injector plug to check the intergrity of the wiring for that particular injector?
You can rent Noid lights from most autoparts stores, and there cheap to buy and make a good addition to a technicians tool box.
Also when completing any electrical testing with a DVOM, its beneficial to use the Volt settings, no ohms unless the circuit is disconected from power.
You can ohm out fuel injectors when there disconnected at room temperature. The readings should be between 12k to 16k ohms as you have high impendance injectors. That way you can check for any shorted windings in the injector themselves.
I would first check for power as stated above to that one injector. If you can find a noid light set to rent, you can probably use a 12v test light.
