92 celica no lowbeam headlights or plate bulbs

alright here’s a good one. ive been putting off this small issue because i still have bright fogs and high beams and i live in a city but im running out of things to tamper with on this car, so time to address it. i have a 92 celica with pop-up headlights, when i turn the switch to put them on the lights flip up, the fogs come on, the tails come on, but the actual low beams do not and neither do my license plate bulbs. on the dash which also lights up fine the blue high beam indicator is lit up whenever i turn on my low beams like this. when i turn the high beams on, the indicator on the dash still stays on and the high beams work fine. i checked all the fuses and everything checks out. i was THINKING its a bad headlight switch but all other lights work perfectly fine… i also changed my license plate bulbs with brand new ones and the headlight bulbs are also good. stumped. any ideas?
