5th Gen Civic 1.5L Cylinder 3 misfire, no codes

A few weeks ago I noticed it was idling extremely low, but not cutting off. This went intermittently for several days. Then, it started to misfire under heavy load only in the upper gears. I narrowed it down to cylinder 3 as well as noticing i needed to replace the valve cover and spark plug gaskets. The plug from cyl 3 is wet with fuel.

After replacing the gaskets, spark plugs, wires, distributor cap, and rotor, it is still misfiring on #3.

Any help would be appreciated!

Is spark plug from 3 still wet with fuel? Is it fouled out. Try switching spark plug with another cylinder and find out if problem moves or stays the same and is the replaced plug wet with fuel.
