filler tube can still cause the issue, had a 1998 Buick Regal LS 25TH anniversary…. threw that code all the time, why? because the filler neck was rusty… pinhole leaks tiny as can be can cause that leak, it may seem that there is nothing wrong with it, but more than likely that there is.
I am not going to say throw parts at it and see what happens, but inspect all the fuel lines and hoses again, look over everything, make sure no hoses are cracked or you have no connections on the EVAP system that are not properly sealing, if all checks out, replace that filler neck… even when it looks ok, its probably not.
$60-80 it was for my car, if i remember correctly, but yours is smaller so may be cheaper.
The above suggestion is a good start, but often you need to use a smoke machine to help you find small leaks of this type. I’ve seen videos where people made home versions of a smoke machine that seemed to work pretty good. BTW baby oil works well as a fuel for them.
