      Ok so my dad just basically gave me this car I turn 16 in November and have been working on it for about 2 months now since I finally got it off the side the road at his house to my grandmas I really wanna get it running so I will have something to drive back and forth to football practice and school when I get my license so far I’ve gotten some things done like putting new studs on it which by the way original ones broke and tire flew back and fell off my dad really don’t know how to take care of cars. I’m slowly learning myself taking mechanics at my trade school this year and going into the Army as a 91B wheeled vehicle mechanic. The biggest problem as you can see in the video is my RPM won’t go above 2 or 3 and when it on the road it’ll only get to 15 mph they told my dad a while back the Cat converter was bad and he never done anything with it that’s when he stopped driving cause he couldn’t get it legal and since then it’s gotten worse and this issue has showed up is it the converter or could it be something else I know when I check the code with the ignition I get a 64 which on Neons is the cat. I also have a air intake hose that collapse when I give the car gas could that be another problem? Any help could be greatly appreciated.

        Here is some help with the diagnoses of a clogged cat. You could also remove the front
        o2 sensor and take it for a ride and see if power is restored. if so cat is restricted.

          Sounds like the computer is putting your car into limp mode. Are you sure you checked the engine code correctly? For a 2005 model, the OBDII codes would start with a P. If indeed you are seeing P0064, then it is most likely this code: Heated oxygen sensor (H02S) 3, bank 2, heater control circuit .high. I am not sure that would drop the engine into limp mode or not.
          As an owner of a 2005 model, I have had my car go into limp mode for a bad camshaft position sensor (very common problem with these cars).
          Please double check the engine code by following these steps:
          Put your key in at the OFF position, from there go – ON – OFF – ON – OFF – ON without starting the engine at the 3rd position. This will bring up the code(s) in a sequence like this:

          P1684, – – – – – , P0134, – – – – – , P0132, – – – – – , DONE
