2001 lexus es300 electrical problem ???

hi

so my father got a 2001 lexus es300 that suddenly started to get low RPM and start stalling and the dash bored lights were flashing

we took it to a shop and the guy at the shop says that the starter carbon brushes were gone

the question is he right or is the fix is way easier ???
