2001 Honda Accord Lower Timing Cover problem

Hello.
I recently changed my timing belt and water pump.
As I was putting my lower timing cover back on, I noticed it is not going all the way in to show the groove on the bolt to put rubber washer on.(see picture)

I tried and tried and gave up on that and just put everything else back in together.
I cranked it up and everything was working great except my drive belt is now rubbing lower timing cover.(see picture)

I took everything out again to correct this problem but I can’t seem to get this thing in all the way.
I looked on the side and it is flushed with engine and everything but that groove on the bolt just won’t show.
Am I missing something here? Did anybody else have same problem like this?
Please help me. I can’t think of anything else. I even removed all the gasket to see if that will make it go in little further but no help. same thing with gasket removed.
I know it’s something because that rubber washer was on that groove when I first started to take them out.
