2001 escort. power issues

I have an 2001 Ford escort. Charged and tested the battery and its good. but when i put it in i get no lights no chimes, nothing. its also drawing power from the battery while sitting. any help would be greatly appreciated

If you test from exposed metal on the frame of the car and the positive terminal, do you still get 12v+?
