My Toyota has roughly 98k miles on it with no CEL on. Every time I go to refuel it, it stalls after trying to start it up. The engine could be at operating temp or on cold starts. I changed the purge solenoid valve in order to pass smog and also had a smoke test done to find any leaks-no leaks or problems with EVAP. I also attempted to fill it up 1/4 and at 1/2 tank with no luck. I also never top off and make sure my gas cap is secure,

I’m a bit confused. Are you saying that you never fill the tank? If you’re in the habit of driving around with a mostly empty tank, it’s possible that there’s rusty sediment in the tank. After you pour some fuel in, the sediment is churned up and could be temporarily blocking the fuel pump pickup.
