please excuse the delayed reply, the voltage is at the battery, your voltage at the batter static, this means without the vehicle running should be 12.6V give or take a few volts on a fresh charge, with the car running you should have 13.5-14.5v no more no less as the alternator charges the system with the engine running.
that’s defenetly not a power steering pump, it could be a number of things including the alternator at least I think, follow the instructional video that Eric has, if you have a stethoscope or a long thick screwdriver poke around with it see if you can find where the noise is, just be careful and don’t hurt yourself, a good place too look is the passenger side of the engine where all the pullies are, put the stethoscope near the pullies see if you can find a bad bearing, listen for anny odd wirring noises, I think you may have a pulley off or something
also is your blower motor on at that time? does turning on or off your blower motor make a difference? also see if turning on or off your high beams, and electrical accessories makes a difference.
